The police will contact the service provider to find out which customer was using that IP at the time of the incident, and then can charge them with the crime. You won't be able to get anything using public tools like geolocation as the IP isn't a physical location of a computer per say, it's the location provided by the service provider through which that computer connects to the internet.

I'm not sure if that's enough to charge as I guess you'd have to be able to prove who actually sent the messages rather than paid for the internet.

What Is Different Between IP Tracker And IP Lookup tool?
Usually IP addresses are registered to the ISP so it will return their address and you would need a court order to get the persons home address, the police can do this however if they do so would depend on the level of harassment. A much better idea would be to find out who the persons internet service provider is and complain directly to them tbh that is probably what the police will tell you to do anyway.
